testing and buildout of the new 97.5 FM with KURL programming in the Billings

Background and overview
In
January of 2008, the Federal Communications Commission (FCC) began permitting
certain AM stations to own and operate FM translators on a case by case basis to
fill-in coverage in their primary service area.
After research and counsel, KURL made arrangements to purchase an FM
channel, K248BL, at 97.5 FM, owned by Radio Assist Ministries of Twin Falls, Id.
KURL also applied for Special Temporary Authority to rebroadcast our
regular AM signal on 97.5. The FCC
is expected to issue a permanent rulemaking change this summer allowing FM
translators for AM stations.
On April 18th,
the assignment of the license to Elenbaas Media, Inc. was approved by the FCC,
and a few days later a Special Temporary Authorization was approved by the FCC
which allows us to go ahead with our broadcasts on FM in Billings
immediately..
We wanted to
pursue this move in part because our AM night
time power is only 4% of our powerful daytime signal.
While most Billings/Yellowstone County listeners can listen
comfortably at night, we’ve heard from others who have difficulty listening
after sunset because of the weaker signal or interference. There is a coverage
map for the FM transmitter at the bottom of this page.
This would also make locally-originated Christian programming available
to those who rarely stray from the FM listening.
